National Threat Level: Blue (Guarded)
This threat level is based on analysis by the Center for Internet Security® (CIS®) Operations, Intelligence, and Services (OIS) department covering the cyber threat landscape for Quarter 4 (Q4) of 2025. In calendar year 2025Q4, OIS published 26 Cybersecurity Advisories for critical severity high risk vulnerabilities in popular software applications known to be in use in U.S. State, Local, Tribal, and Territorial (SLTT) environments. A notable trend in phishing email threats facing SLTT environments observed by OIS shows that common phishing techniques aim to compromise valid accounts to evade or bypass defenses by incorporating authentication lures to harvest victim credentials. Organizations and users are advised to update and apply all appropriate vendor security patches to vulnerable systems and to continue to update their antivirus signatures daily. Another line of defense includes user awareness training regarding the threats posed by attachments and hypertext links contained in emails especially from un-trusted sources. –
